    PORT-AU-PRINCE, Haiti — A transitionary council created to reestablish democratic order in Haiti signed a decree Sunday firing interim Prime Minister Garry Conille and changing him with Alix Didier Fils-Aimé, a businessman who was beforehand thought of for the job.
